Rochester, NY Police officer Violates Code of Ethics, and his Sworn Oath to Serve and Protect

There is a section of the Rochester, NY Police department's Code of Ethics which reads: "I WILL never act officiously or permit personal feelings, prejudices, animosities or friendships to influence my decisions."

On Monday, April 29th, I promised my two sons, ages 9 and 11, and my niece, 12, to take them to the first day of filming for The Amazing Spider-Man 2, on the first day of filming in downtown Rochester.

We woke up at 4 a.m., showered, and grabbed breakfast, making it to downtown by 5:30 am, in anticipation of big crowds, a Spider-Man would surely attract.

As we walked down West Main Street, after parking at the Sister Cities garage, near City Hall, I wanted to make sure we got a good spot from which to watch from, away from traffic, and the stunt scenes which would be filmed, as my main concern was my children's safety.

About halfway down the block, we found a spot we liked, and stopped.

At that point, a man told me to ask and make sure it was ok to stand there.

Seeing no one else around, except a Rochester, NY Police officer who was about 100 feet away, I decided to ask the officer where it was ok to watch from.

"Good morning", I said as I approached the officer who was standing near his W-46 cruiser.

The officer took one look at me, and asked me "What's your name?", as he looked at my press pass for Minority Reporter Media Group, the publisher for two local publications I write for, and then said "I'm not talking to you!", and walked away.

It was here where, I turned on my iPad, which I had been holding, and proceeded to ask the officer, whom I have never met, or seen before in my life, for his name, which as you can see in the video below, he refused to give me.

Clearly, this Rochester, NY Police officer doesn't like me.

He doesn't have to like me.

However, to allow his personal feelings, prejudices, or animosities that he has towards me as a result of my work exposing police misconduct, and corruption on the part of the Rochester, NY Police department, is not only a clear violation of the RPD's Code of Ethics, but a violation of his sworn oath to serve and protect.

This Rochester, NY Police officer's outright refusal to help me find a safe location for my children and myself to stand, is more than deplorable, frankly it's disgusting.

For this officer to potentially put young children's safety at risk by refusing to assist us, all because of an obvious animosity he has towards me, is something that the Rochester, NY Police department, especially Chief James Sheppard, should NOT condone.

After all, on the Rochester, NY Police department's new website, it states: "Embracing a philosophy of Policing in the Spirit of Service represents the Rochester Police Department’s commitment to consistently provide excellent police services to all of the Rochester community. This commitment requires every employee to strive for excellence, while demonstrating courtesy, professionalism and ethics. It is important to acknowledge that every interaction with the community has an impact not only on each individual employee’s reputation, but on the reputation of the entire Rochester Police Department as well."

Yep Chief Sheppard,

By your officer allowing his personal feelings to get in the way of him doing his job, it certainly does have an impact on your entire department.

Chief Sheppard, officers like this are the reason the community does not trust, or respect your department.

To make matters worse, watch as I try to talk to another RPD officer, who, as soon as I tell him my name, also refuses to talk to me, and immediately turns around.

Rochester, NY Taxpayer Dollars at Work: RPD Truancy officer Frank Coriddi Caught on Duty, Playing Hookie!

had no comment, after he was caught playing hookie.

You just never know where you will find an on duty Rochester, NY Police officer, misusing taxpayer dollars.

But a hardware store which sells and services lawn and garden equipment, would not have been on my top 10 list.

Well, it should have been.

You see, that's exactly where I happened to see Rochester, NY Police officer Frank Coriddi Monday morning around 9:00 am.

Coriddi, who works with the RPD's truancy division, pulled the RPD's YS-2 Chevy van into Wilson's hardware located at 812 Monroe Avenue, and got out carrying lawn and garden equipment, including what looked to be a long orange chainsaw.

I thought it would be interesting to ask officer Coriddi exactly what he was doing at the hardware store, bringing in lawn and garden equipment, on duty.

Although the video below didn't catch the first 20 seconds, here's how that part of the conversation went:

Me: Good morning officer, can I ask you a question?

Coriddi: (hesitant) sure.

Me: Did you just bringing in lawn and garden equipment here?

Coriddi: Yes.

Me: Personal equipment, on duty?

Coriddi: Yes, but I can't talk to you Davy.

Coriddi then starts to walk away which is where the video starts.

It's interesting that Rochester, NY Police officer Frank Coriddi's job, is basically catching kids that play hookie by not going to school.

Seems to me, officer Coriddi likes to play hookie too.

Only difference is, he does it on Rochester taxpayer dollars.

Did Rochester, NY Police officer Pull his Gun on Man After Forcing him Into his Home and Threatening to Arrest him for Video Recording?

At first, the 3 minute and 54 second dark, and somewhat grainy video looks like some ordinary footage of police cruisers, with flashing lights on, at the scene of what looks to be a motor vehicle accident, in Rochester, NY on March 9th.

However, around the 2 minute and 5 second mark of the video, things quickly change.

It is at that point that a Rochester Police officer can be heard telling the man who is recording the video, "Get inside why are you still standing here I know you hear me."

The man, who is in his North Street home, replies, "I understand you and I'm standing in my house and I'm filming an accident that has occurred", when the RPD officer interrupts him and says "Sir I need you to go inside you are standing here and I need you to go inside."

Then RPD officer, who is briefly seen in the video, then shoves the man inside his home as he continues to yell at the man to go inside.

The officer then slams the man's door shut while while yelling "If you come out here again I am arresting you!"

As if the video of a Rochester, NY Police officer violating an innocent citizen's first amendment right, forcing him into his own home and then threatening him with arrest if he comes back out, wasn't disturbing enough, something I noticed after viewing the video, perhaps makes it even more so.

Around the 2 minute and 30 second mark of the video, the video captures a shadow of what appears to look like a gun being pointed, possibly at the man, right before he is forced into his home.It happens so fast that it can be hard to see, but I paused the video, and took a still shot, which can be seen in the photo on the right.

I reached out to my good friend, Mr. Mickey Osterreicher, an attorney and the General Counsel for the National Press Photographers Association, or NPPA.

Having been involved In the Emily Good incident, the Rochester, NY woman who was arrested by RPD officer Mario Masic for video recording Masic conducting a racially profiled traffic stop in front of her home, I was interested in what Mr. Osterreicher's thoughts on this video were.

"If the only reason that he was shoved inside his home was because he was recording, that's exactly the kind of situation that the department of justice talks about on their statement of interest, that you can't single people out just because they're recording", said Osterreicher, from his Buffalo home.

I asked the NPPA lawyer, who is preparing for a trip to New York's Columbia University, followed by a course he will be teaching in Orlando, Florida to the International Association of Chiefs of Police, what he, having personally met with Rochester Police Chief Sheppard after the Emily Good incident, thought about this officer's actions.

"Clearly for this officer, I'd say a couple of things are needed, looking at the Rochester, NY Police department's new website, policing in the spirit of service, where they talk about how it requires every employee to strive for excellence by demonstrating courtesy, professionalism and ethics, clearly courtesy wasn't present at all in this incident", said Osterreicher, before adding, "Being shoved into your own house forcibly, and being threatened with arrest without being told why, when you're in your own home, and then to be threatened with arrest if you open the door, that's not courtesy and that's not professional, and I have to question the ethics of all that as well. Unfortunately, these are the kinds of things that we continue to see where officers are not necessarily directing someone not to record, but everything that they're doing is for the purpose of interfering with the citizen, and preventing them from recording. It's not like this person was bothering anyone for the few minutes that he was standing there, recording quietly."

I don't know if this RPD officer did point a gun at this man, or not.

I will say that as an activist exposing police misconduct and corruption in my hometown of Rochester, NY, I certainly hope that wasn't a gun.

After all, as a Cuban-American, whose parents left their homeland, a police state, precisely because the police do these exact same things to people, it's bad enough that this RPD officer violated this man's constitutional rights and forced him into his home, in the United States of America, a supposedly 'free' country.

It would be even more disturbing if he did in fact pull a gun on this innocent man.

Rochester, NY Police officers Caught on Video Assaulting and Almost Running Over African-American Club Goers!

I came across an interesting video on YouTube, which I can only describe as WTF?

Shot from high above, probably by a downtown resident, the 2 minute and 27 second video captures two Rochester, NY Police officers engaging in some very disturbing behavior.

The video starts out with some fights breaking out on Andrews St., in Rochester's St. Paul nightclub district, then, around the :48 second mark of the video, a white Rochester, NY Police officer is seen running up on a group of African-American men in the middle of the screen.

The RPD officer is then seen assaulting one of the men by hitting him in the throat with a stiff arm, which sends the man hurling back.

Then, around the :54 second mark of the video, a Rochester Police officer is seen driving his cruiser into another man, nearly running him over.

The video shows something that I have been exposing more of lately, white Rochester, NY Police officers either abusing, or allowing club bouncers to abuse African-American club goers in downtown Rochester.

In fact, just a few weeks ago, I exposed Rochester, NY Police officer Mario Masic allowing a Maxwells nightclub bouncer to assault an African-American man who was completely defenseless, while at least o e other Maxwells bouncer is driving the man's face into a snow bank.

If Rochester, NY Police officer Mario Masic's name sounds familiar, it should.

In 2011, Masic arrested Emily Good, after Hood video recorded him conducting a racially profiled traffic stop of an African-American motorist.

What is the Rochester, NY Police Department Hiding after RPD officer Crashes into Family Car, Carrying Baby?

Neighbors in one Rochester, NY neighborhood are so afraid of retaliation by the Rochester Police department, that they refused to even comment, after an RPD officer crashed into a vehicle carrying a baby Thursday afternoon on the corner of Hudson Ave. and Durnan St.

Even Rochester's news media outlets refused to touch this story.

Why?

What exactly is the Rochester, NY Police department hiding?

"The officer did not have the lights or siren on but he turned them on right after the crash", said a man who only identified himself as the owner of Ricky's World, a clothing store located in a small plaza where RPD cruiser, E-34, which was described as having been speeding, came to rest after smashing into the family's car.

While no one wanted to comment for fear of retaliation by Rochester Police officers, one woman did agree to talk as long as her face was not shown.

I asked the woman why does she think people are so afraid to talk about what they saw.


"They're scared, they're feared, they're nervous of what the police can do because they've been doing a lot of stuff to a lot of people in the neighborhood and no one wants to speak up", the woman said.

Within a few minutes, a Rochester, NY Police internal affairs official arrived at the Durnan Market, demanding the store's video surveillance tape.

The RPD internal affairs officer entered the store, then after about 20 minutes, he came out of the store and entered a home behind the store, where he remained for more than 30 minutes, before exiting and driving off.

The store's owner who looked very nervous, would only say that RPD officials continue to come to the store demanding a video, which he said does not exist.

The man said that at no time did the RPD officials show him a warrant, he refused to comment any further.

Rochester, NY Police officers are all for Video Recording, as long as They're doing the Recording!

In May of 2011, Emily Good stepped outside of her home on Rochester's west side, and began video recording RPD officer Mario Masic, conducting a racially profiled traffic stop of an African-American motorist.

Less than 5 minutes later she was in handcuffs, in the back of an RPD cruiser.

Emily Good's video of officer Masic violating her constitutional rights, by arresting her for video recording him went viral, and put the city of Rochester, NY, and the Rochester Police department under an international spotlight.

Not long after Good's video had been viewed throughout the world, Rochester, NY Police department west side division Commander Sam Farina put together a plan.

Farina ordered several RPD officers to show up at a support meeting for Emily Good at the Flying Squirrel community space at 285 Clarissa St., in Rochester's historic Corn Hill neighborhood, to retaliate against Good and her supporters.

I was at that meeting.

As RPD officers pulled out pink rulers and measured the distances that our vehicles were parked from the curb, and issued us tickets, I video recorded it all.

After that video went viral, and once again put the city of Rochester and the RPD back in the spotlight, RPD Chief Sheppard announced that the officer's actions were a 'selective targeting'
ordered by RPD Commander Farina.

The Rochester, NY Police department hates Emily Good.

They hate me.

The Rochester, NY Police department hates cameras, both video and photo.

Except when the cameras are in their hands.

Except when they're doing the recording.

Take, for example, Rochester, NY Police officer Eliud Rodriguez.

Apart from being an RPD officer, Rodriguez is also a professional photographer.

RPD officer Eliud Rodriguez is very comfortable with cameras, and on Thursday morning, in downtown Rochester, it was clear just how comfortable Rodriguez is with cameras.

As long as he's behind them.

Now, this shouldn't really surprise or alarm people, after all, just last year, Rochester was voted the 5th most watched city in the U.S., when it comes to video surveillance.

The Rochester, NY Police department, and the city of Rochester, have video surveillance cameras strategically located throughout the city.

Let me be clear here, as an activist, filmmaker, writer and blogger exposing police misconduct and corruption, I am always informing and educating people on their first amendment right to record, and in NO WAY am I saying that law enforcement doesn't have that same right.

They do.

I'm simply pointing out the irony that exists among Rochester, NY Police officers, and law enforcement throughout the country, where they can't stand citizens video recording them, and as Mario Masic did to Emily Good, will go as far as violating citizens constitutional rights by arresting them, however they're perfectly fine with cameras, so long as they are the ones behind them.

If Rochester, NY Police officer Eliud Rodriguez' name sounds familiar, it should.

Rodriguez was one of seven RPD officers who executed Israel 'Izzy' Andino, a mentally-ill young man in June of 2012.

Do You Ride a Bike in Rochester, NY? If so, You better Make Sure it has a Bell and a Light on It!

Wednesday morning, Rochester, NY Police Chief James Sheppard announced that beginning that evening, his officers would be out in full force, conducting proactive details.

“We're going to be clearing corners. We're going to be checking for guns. We're going to be doing the traffic stops and the bike stops, all those things because we know we have to set the tone and set it early,” said Chief Sheppard.

The Wednesday news conference came as a result of what is being referred to by Rochester news media as a 'spike in violence in the city in less than 24 hours', which included two shootings, and a home invasion on Rochester's west side.

Although Rochester's mainstream news media made sure to put their 'spin' on things, by reporting that Rochester Police were being 'proactive', it was clear at the news conference, that Chief Sheppard was being reactive, not 'proactive.'

Whether proactive, or reactive, one thing's for sure... if you ride a bicycle in Rochester, NY, you better make sure it as a bell, and a light on it!

You see, last year, in what was a clear attempt to give his rogue officers yet another way to violate innocent citizen's rights by conducting illegal and unconstitutional stops, searches, and seizures, Rochester, NY Police Chief James Sheppard announced that RPD officers would be stopping bicycle riders, as part of an initiative he called 'Operation Cool Down.'

In fact, here are Chief Sheppard's exact words, from that press conference last year:

“If you’re riding a bike and it doesn’t have a bell, we’re going to stop you. If it doesn’t have lights, we’re going to stop you. Tail light’s out – we’re going to stop you, If you’re on a corner and we think you’re engaged in criminal activity, we’re going to stop you.”

So there you have it, if you ride a bike in Rochester, NY, it'd be wise of you to make sure has a bell, and a light on it.

After all, you don't want to give Rochester Police officers ANY reason to have you up against a wall, at gunpoint, for not having a bell, or a light on your bike, while the REAL criminals are planning their next home invasion!

Rochester, NY Police Department officials Caught Illegally Parked Enjoying Italian Lunch!

By now you'd think that Rochester, NY Police officers would realize that their abuse of power and blatant disregard for respecting the same laws, and regulations that you and I are held to, is being documented through photographs and video.

Apparently not.

Case in point.

Three Rochester, NY Police officers and an unidentified woman, enjoyed a more than hour long lunch at Panzari's Italian Bistro in Rochester's Corn Hill neighborhood.

What's wrong with that you may ask?

They did so with their official police vehicle illegally parked
at an expired parking meter.

Now I know there will be some who will say so what?

Others will even ask what's the big deal?

But that right there is the problem.

It is a big deal!

It seems that some people are quick to give law enforcement a 'free pass' when it comes to situations like this, a simple parking violation.

Some forget that it's these seemingly 'small infractions', which law enforcement officers commit, simply because they can.

Because no one calls them out on it.

Because no one dares to.

As an activist, filmmaker, writer and blogger exposing police misconduct, corruption and the double standards which plague law enforcement, such as the 'do as I say, not as I do', way that many police officers seem to subscribe to, I have noticed that some people only want to see the clear cases of brutality, or corruption.

I have even received messages asking me to video record beatings, and nothing else.

It is precisely that way of thinking, that way of ignoring anything law enforcement officers do, short of beating someone, which has made a lot of people complacent and accepting of smaller examples of law enforcement officers abusing their power and authority.

And that is why many law enforcement officers, such as these RPD officials, continue to abuse their power.

Unfortunately, some don't stop to think just how double standard and hypocritical it is that these same officers would not hesitate to write them a ticket for a traffic or parking violation, but since they are police officers, they can park wherever they want, whenever they want, however they want.

Simply because they can.

Take, for example, the video below of Rochester, NY Police Chief James Sheppard illegally parked, completely blocking a fire hydrant, and the City of Rochester, NY Parking Enforcement who admitted on video, that he is terrified to issue the Chief a ticket, for fear of losing his job.

So, the next time you or someone you know are quick to give a police officer that 'free pass', or dismiss it as what's the big deal, ask yourself, what would happen if that were me parked at an expired meter?

What would happen to my car if I parked in front of a fire hydrant?

Here's a hint... not only would you be ticketed, but chances are, your vehicle would not be parked there when you returned.

Greece, NY Police Continue to show they Truly are Above the Law!

FEATURE OTHER POLICE AGENCIES.


Whether it's their Police Chief Todd Baxter taking a nearly 2 hour lunch with his Captain, 9 miles away from their headquarters, on duty, on taxpayer time, and money, or officers parking illegally, the Greece, NY Police department continues to show that they truly are, above the law.

A clear example of this could be seen in downtown Rochester Tuesday morning, when not one, but two Greece, NY Police cruisers were spotted illegally parked.

Well, actually, one cruiser was illegally parked.

The second cruiser, was unethically parked.

Left me explain.

While not illegal, a Greece, NY Police officer driving cruiser 803, clearly didn't care about respecting reserved parking spaces in the City of Rochester's South Avenue parking garage.

As can be seen in the photo on the right, the officer parked in a clearly posted parking space reserved for Hyatt Hotel guests only.

The sign states 'STRICTLY ENFORCED', so I paced to the Hyatt Hotel, which is adjacent to the parking garage.

When I asked the hotel representative who answered the phone, if the parking spaces were strictly reserved for hotel guests, he replied yes.

I then asked him if anyone who is not staying at the hotel, was allowed to park in those parking spaces.

He said no.

However, he changed his tune when I asked him if a Greece, NY Police officer could park in the spaces reserved for hotel guests.

"Oh yeah, absolutely, if they're a police officer, absolutely, if it's a police officer, not a problem."

Hmmm.

Interesting.

The second Greece, NY Police officer, driving cruiser 817 was illegally parked on South Ave., in front of a clearly marked 'NO PARKING' zone.

Ironically, the Greece, NY Police cruiser was illegally parked, in front of all places, the City of Rochester Parking Violations Bureau!

So there you have it, another classic example of law enforcement's DO AS I SAY, NOT AS I DO!

Profiting off Sex Abuse and other Crimes in Rochester, NY and Monroe County

Rochester's Crook Book newspaper features mugshots of individuals accused of crimes in Rochester, NY and throughout Monroe County.

Selling in businesses throughout the City of Rochester and Monroe County, for $ 1.00, the Crook Book's founders and publishers, Andy Abarca, Michael Robinson, and Marc DiFrancesco, are profiting off crimes, which include sexual abuse cases.

In fact, Andy Abarca, who also owns a communications and satellite dish business called RawSaw, recently left the following comment bragging that after a piece titled "The Names and Faces Behind Rochester's Crook Book", ran on my blog last week, I would make him "rich."

Here's Abarca's comment, unedited, including misspellings:

"the best thing about this is more people now know about the crook book...and becuase of the we just got a distribution deal for buffalo....thank you for the free advertisement. Your gonna make me rich. and I appreciate it."

But that's not the only comment which Andy Abarca has left.

Here are the comments Abarca left referring to a female administrator for the former Rochester, NY Police Department Exposed! Facebook page:

"Tanya loves cock"

"Look me up.... I skeet on bitches named Tanya"

Now, as I've mentioned before, mugshots of individuals arrested and charged with crimes, are public information, however, many people find it offensive, even disgusting, that these three individuals are profiting off of crimes.

While some may find Rochester's Crook Book entertaining, the truth is, Andy Abarca, Michael Robinson, and Marc DiFrancesco are lining their pockets, at the expense of real crimes, and REAL victims.

After all, it's not like Rochester's Crook Book's founders created the paper to help victims of crimes.

None of the money Abarca, Robinson, or DiFrancesco make goes to any sort of victims fund.

It's clear that only motivation of Crook Book's founders, is money.

And Abarca's comment, is proof of this.
