Last week when I spoke with Greece, NY Police Captain Patrick Phelan regarding the video of an African-American Olympia High School student, assaulted and arrested by Sgt. James Carris and officer Valerie Cutt, for doing nothing more than walking on a public sidewalk, Phelan, who not surprisingly justified his officers' actions, made sure to tell me that the incident, which he blames the student for, "tied up several officers, on a very busy day."
Phelan claimed that his officers were dispersing crowds of students, and that the student did not follow his officer's orders to "keep walking."
It's interesting Greece Police Captain Phelan would say that, because Wednesday evening, at least 5 Greece, NY Police officers set up a checkpoint on the 390 North ramp, off W. Ridge Rd., which looked more like a manhunt for a fugitive.
Motorists driving onto the ramp, encountered a heavy police presence which included at least three Greece Police cruisers, and two SUV's.
Gotta meet that end of the month quota!

A Monroe County, NY Sheriff's Deputy who illegally parked his cruiser 2467 in a clearly marked "NO STANDNG/NO PARKING" zone on Irving Place, off W. Main St., in downtown Rochester, blocking a fire hydrant, as he delivered coffee and baked goods to someone inside the Monroe County Executive Office building, didn't know what to say when I confronted him Wednesday morning.
As I was downtown on business, I noticed the deputy illegally parking his cruiser on Irving Pl., and exit carrying a tray with what looked to be coffee cups, and some baked goods.
Since I was driving, I couldn't safely take a photo or video, so I just chuckled to myself, and forgot about it, and proceeded to find parking.
Approximately a half hour later, when I was finished conducting my business, and as I was walking back to my car, I noticed the deputy's cruiser was still parked in the same spot.

I crossed the street, took some photos and videos, and noticed a young woman dressed in some sort of security uniform walking past the cruiser.
Then, as the woman walked back, the Monroe County Sheriff deputy came around the corner, at which time I began recording.
You will hear the deputy say "Not on camera", in response to my question "Deputy, can you explain why you parked illegally, blocking a fire hydrant?", which didn't come out on the video, because I hadn't pressed record yet.
You then hear me repeat the question again, as well as ask the deputy for his name, several times.
Clearly not happy that his "above the law" behavior was caught on video, the deputy ignores my repeated request for his name, and walks away.
There you have it, Monroe County, your taxpayer dollars at work!

Imagine you are on your lunch break, and are desperately looking for a parking spot, so you can grab a bite before heading back to work, but there are no parking spaces available.
At least no place to legally park your vehicle.
Well, if you're a Rochester, NY Police officer, then you don't have to worry about that, because you can park anywhere!
It's one of the many unspoken of benefits that come with being a Rochester Police officer.

Case in point.
On Tuesday afternoon, around 1:00 p.m., the three Rochester, NY Police officers seen in the photo on the right, decided they wanted to eat at Harry G's New York Deli, located at 678 South Ave., in Rochester's South Wedge neighborhood.
And where did they park?
In a "NO STANDING" zone near the intersection of South Ave. and Gregory St.
As can be seen in the photos, the officers parked their RPD cruisers, W-85, and W-96 in a clearly posted "NO STANDING" zone.

In fact, one of the RPD cruisers, W-96, was not only parked illegally, but was also partially blocking an RTS city bus stop.
Another example of Rochester, NY Police officers misusing their authority, and proving they are 'above the law', by not only blatantly disregarding parking signs, but going as far as potentially putting innocent citizens' safety and lives at risk, who ride the bus, including handicapped individuals.

Next time you're in downtown Rochester and see Bruce, a City of Rochester Parking Enforcement employee issuing you a ticket for expired parking, tell him you were only illegally parked for 15 minutes.
See if that works.
After all, that's what Bruce told me Tuesday afternoon after I approached him, and asked him why he was parked at an expired parking meter.
Here's what happened.
As I was cutting through downtown Rochester around 11:15 a.m., driving down South Clinton Ave. near Woodbury Blvd., I noticed a City of Rochester Parking Enforcement Toyota Prius number 051039, parked at an expired meter.
I found a parking space nearby, fished a few coins from my car's console, got out, fed the meter, and crossed the street, to take the photos you see on the right.
I then decided to wait for the parking enforcement employee to return, thinking it wouldn't be long.
I was wrong.
In fact, after running back to my car not once, but twice, to put more change in the meter, and returning to the City parking vehicle, the time was now 12:05 p.m.
After waiting a few more minutes, the parking enforcement employee returned just after 12:15 pm, meaning the City's parking enforcement vehicle had been parked at the expired meter over an hour.
It was then that I realized the City Parking Enforcement employee was Bruce, the same City of Rochester employee who admitted on video that he wouldn't dare issue Rochester, NY Police Chief James Sheppard a ticket for illegally parking completely blocking a fire hydrant in front of City Hall, just last month. (I have posted that video below.)

In Tuesday's video, you hear me asking Bruce "Sir can you explain why you're at an expired meter?"
Bruce, who can't seem to get into the car fast enough, then rolls down the vehicle's passenger window just a couple of inches, long enough to reply "I was here fifteen minutes", before quickly putting the window back up, and driving off so quickly, that he doesn't even put his seat belt on.
I understand that some may think that waiting more than an hour to confront a City Parking Enforcement employee may seem a bit extreme, but I respectfully disagree.
Especially when it's an individual whose job it is to "enforce" parking regulations and issue citations to individuals who commit the exact same violation he just committed!
And to those who think differently, remember, next time you see a parking enforcement employer issuing you a parking ticket, tell him or her "I was here fifteen minutes", and see what happens.
Then, when they give you the ticket, tell the judge or hearing officer the same thing.

I must admit that I've never really heard anything bad about Rochester, NY Police officer Aaron Brown.
In fact, many times when I've been in downtown Rochester, I see Brown at his usual post on the corner of Main and Exchange, directing traffic, and crossing pedestrians, as he occasionally blows his whistle, and directs cars with his fast hand gestures.
Officer brown is hard to miss.
At well over 6 feet tall, Brown towers over traffic at what is probably downtown Rochester's busiest intersections.
Ever since I was hit by car on May 16, 2009 at Rochester NY's Lilac Festival, and almost killed, I am more aware of pedestrians at crosswalks.
The young college student that hit me, claimed he never saw me, even though I waited for the "Walk" sign, and had the right of way, as I was crossing the intersection of South and Highland Avenues.
Scary thing is I never saw him either.
Even more scary is the fact that I was hit next to two Rochester Police officers in bright fluorescent yellow event vests, who were too busy talking and laughing with each other, and didn't cross cross pedestrians, including myself.
Note: In New York State, police don't have a duty to cross pedestrians, for liability reasons such as in my incident, leaving the decision of whether they cross someone or not, completely to their discretion.
So what does my incident, which occurred four years ago, have to do with RPD officer Aaron Brown, you might ask?
Alot.
On Tuesday morning, I visited downtown Rochester.
I decided to have a cappuccino at the Tim Hortons on the corner of Main and Exchange, and while enjoying my drink, I was disturbed by what I saw.
Rochester, NY Police officer Brown was not on foot like he normally is, but perhaps more important, he wasn't focused on his job, like he normally is.
Simply put, officer Brown seemed like he was having more fun spinning round and round on his RPD Segway, than on helping pedestrians safely cross a busy intersection.
As you can see in the videos below, RPD officer Brown completely ignored several pedestrians crossing, while he was busy spinning in circles, and loops, under the entrance to the Crossroads building.
As I watched pedestrian after pedestrian cross by themselves, while RPD officer Aaron Brown looked completely distracted, like a kid with a new toy, I couldn't help but have flashbacks of my incident.
Once again Rochester, NY... your taxpayer dollars hard at work.

When a Rochester, NY Police officer threatened an employee at the law firm of Rochester attorney Robert Brenna, with arrest, for simply leaning out of his office window to watch the action below during the filming of "The Amazing Spider-Man 2", despite that officer wearing a Rochester, NY Police uniform, he was actually working for Columbia Pictures.
When a cameraman from Rochester's Time Warner affiliate, YNN News, was told by Rochester Police officers that he was not allowed to shoot video, even though he was in a designated public viewing area, those RPD officers
And when Rochester, NY Police officer Richard Ortiz violated the RPD's Code of Ethics, specifically the part that states "I WILL never act officiously or permit personal feelings, prejudices, animosities or friendships to influence my decisions...", by telling me "I'm not talking to you!", because of who I am, and what I do, refusing to assist me, my two sons, ages 9 and 11, and my 12 year old niece, when I asked him where would be a safe place to stand to watch the Spiderman movie's first day of filming, even though officer Ortiz was donning an RPD uniform, in essence, he was also working for Hollywood.
When Rochester Police officer J. Kompanijec, seen in the second video below, also refused to talk to me as soon as he recognized who I was, he too was working for Columbia Pictures.
These Rochester, NY Police officers were part of the contractual agreement in which Columbia Pictures agreed to pay the City of Rochester for up to 100 RPD officers to basically serve as their own private security detail.

A security detail which apparently included helping the Hollywood movie giant and "The Amazing Spider-Man 2" film production crew who came to Rochester to film a 10-day chase scene, walk a very thin line when it came to citizens' first amendment rights to photograph, and video record on a public sidewalk.
In a FOIA request made to the City of Rochester, documents show that Columbia Pictures paid Rochester Police officers a total of $281,751 to work as 'Rent-A-Cops.'
When news broke that Hollywood was looking to rent up to 100 City cops, Rochester, NY Police officers raced to sign up for positions which included "directing traffic", and "manning barriers", or as you can see in the third video below, more like 'moving barriers'.
Rochester Police officers had to love their 10 day gig.
Threatening innocent citizens with arrest for simply looking out of a windows.
Refusing to help a father with three young children find a safe place to watch filming.
Bark orders at a television news cameraman.
Overall, abuse and misuse your authority.
Move a few barriers.
And get to watch Spidey action while getting paid by Hollywood?
Not bad.
I mean, considering each Rochester, NY Police officer made at least $2,800.00 in overtime.
Not bad at all.

In fact, as you can see on the photo to the right, that's exactly what a Rochester, NY Police officer did at the Roc City Rib Fest, at Charlotte beach on Saturday afternoon.
Rochester, NY Police Chief James Sheppard told Rochester's corporate-run, mainstream news media outlets that after several fights which broke out blocks away from Rochester's Lilac Festival last week, the RPD would be out in force at the Roc City Ribfest.
"We want people to come to enjoy the beach, but we want people to know we are going to take care of business when we need to", Chief Sheppard said.
What Sheppard didn't mention was that in addition to 'protecting and serving',, Rochester Police officers would also be providing entertainment at the Roc Ribfest, like the officer in the photo, seen balancing a stack of cups on his head.
This is how the person who sent me the photo described the RPD officer's 'Cup balancing act!"
"I couldnt hear the whole convo, from what I observed, the group of young adults who were all drinking (nothing wrong with that) approached the officers saying 'ooh, here's cops, here's cops, ask them!' and they had a stack of red plastic beer cups (what the cop is attempting to balance on his head). The other officer attempted it first, but I didn't catch that one, I was busy pulling my phone out to photograph it as soon as I saw what he was doing and the officers, flirting and giggling, stated 'ok, but no pictures girls.' Glad to see they beefed up security and police at these events, they are obviously hard at work."
Yep, that pretty much says it all.
Nice to know that Chief Sheppard has things under control, and that if a gang of gun toting, knife wielding 'gang members' decide to crash the Roc City Rib Fest, Rochester Police officers would save the day, and protect citizens.
As soon as they take the beer cups off their heads that is.

To say that Rochester, NY Police Chief James Shepard's latest, desperate attempt at gaining the community's trust and respect with a promotional video titled, "RPD: Our Badge is Your Shield", is in bad taste, would be a gross understatement.
To say it adds insult to injury, would not even come close.
On June 21, 2012, Israel "Izzy" Andino, a bipolar, mentally-ill young man, turned 20 years old.
Just a few hours later, 7 Rochester, NY Police officers executed Andino, in what neighbors described as a modern day firing squad, hitting Andino at least 11 times and riddled nearby homes with bullets, as young children were getting ready for school.
Andino had gotten in an argument with his mother, and left his home carrying a BB rifle.
Rochester's corporate-run, mainstream news media spun and helped spread false rumors, by reporting that Andino had stabbed his mother, despite Andino's own mother, Carmen Baez denying that she was ever stabbed.
What Rochester's mainstream news outlets did not report was that Rochester Police officers had several opportunities to subdue Andino, including using bean bag rounds, and didn't.
In fact, the Rochester, NY Police department didn't even deploy their Emotionally Disturbed Persons Response Team, or "EDPRT", even though the team was created in 2005, to deal with situations exactly like Andino's.
Instead, officers followed Andino to Locust St., from a nearby grocery store parking lot, where video from the store's surveillance cameras showed several RPD officers had plenty of opportunities to safely take Andino into custody, and didn't.
After the 7 RPD officers simultaneously opened fire on Andino, RPD officials ordered the grocery store's owner to shut down his business, as officials confiscated the video.
As Andino's cold body lay uncovered on a Locust St. sidewalk for almost 8 hours, with Rochester, NY Police officers, and crime scene technicians stepping over him to take photographs, and collect evidence, the cover-up was under way, with Rochester Police Chief James Sheppard, and Rochester Mayor Thomas Richards calling the shooting justified, without the investigation being complete.
Fast forward to May 10, 2013.

The Rochester, NY Police department releases "Our Badge is Your Shield."
The 5 minute, 10 second video which features Van Halen's song "Right Now", starts off with the 911 audio of the June 21, 2012 call for Izzy Andino.
In the video, an unidentified RPD officer is heard yelling into his radio "Shots fired! Shots fired! Man down!", as a video clip shows the Locust St. and Dewey Ave. street sign.
What is clearly meant to be a Rochester Police propaganda promotional tool, and as I wrote earlier, another desperate attempt by an incompetent Chief James Sheppard, at trying to gain the respect and trust of the Rochester community, will backfire, just like every other attempt.
For Rochester, NY Police Chief James Sheppard to approve of a video which includes audio and video clips pertaining to such a disturbing injustice as the execution of a mentally-ill young man, by 7 trigger-happy cops, in a promotional video, in what almost seems to glorify the senseless death of a mentally-ill young man on his 20th birthday, is sick!
But wait... it gets worse.
The video was made by Rochester, NY Police officer Eliud Rodriguez, one of the 7 officers who executed Izzy Andino!

After multiple unsuccessful attempts in trying to reach Greece, NY Police Chief Todd Baxter, and him not returning my calls, I decided to go down a notch in the chain of command, and contacted Greece Police Captain Patrick Phelan, to see if perhaps he had any comment on the video of GPD officers yelling at Corey McCloud, an African-American Greece Olympia high school student, to "Keep walking!", on a public Greece sidewalk, before being arrested, on May 15th.
The video, recorded by a Greece Olympia High School student begins with a female Greece, NY Police officer yelling at McCloud to "Keep walking!"
A male GPD officer dressed in plain clothes, then yells at McCloud, "Keep walking! Keep walking or you're going to jail!"
"I'm not doing nothing", the young man is seen and heard telling the officer .
"You're blocking the sidewalk!", the officer yells.
McCloud then tries to explain to the officer that he wasn't blocking the sidewalk, and that if anything, the officer is the one who is walking towards him.
The angry Greece Police officer then says "Fuck it, you're under arrest!", and grabs the young man, twisting his arms, and bringing him down on the ground.
Greece Police Captain Patrick Pelan told me that plain clothes officer is Sgt. James Carris, and the female officer is Valerie Cutt.
According to the teen who recorded the video, there was a fight at the high school, that did not involve the young teen who was arrested.
"They followed us off the property, and then the undercover officer came out of nowhere", said the teen.
Captain Phelan sees it differently.
Phelan says that Greece Police were disbursing crowds, and that while most of the youths followed orders, McCloud did not.
"If he had walked away, he would have gone home", said Phelan.
Captain Phelan also said that Corey McCloud took on a "fighting stance."
"He was in a fighting stance, he had his hands in a fighting position, and he stuck his chest out", said Phelan.
I couldn't disagree more.
What I see in that video is bully, rogue Greece Police officers giving an unlawful order to a young man who was doing wrong, simply walking on a public sidewalk.
I also see a young man who tries to explain to officers that not only is he not doing anything wrong, but that in fact, it's them, who are walking towards him and it's them who are being confrontational.
"Fighting stance"?
Are you kidding me?
The young man is retreating, backing up, as he's being cornered by GPD officers!
If anything, I see a young man with his the palms of his hands showing, in a retreating manner.
In fact, never does Corey McCloud use any expletives, unlike Sgt. Carris!
Phelan said that McCloud was charged with disorderly conduct.
I asked Phelan, what exactly did Corey McCloud do in order to be charged with disorderly conduct, but Phelan said that he did not have the criminal complaint in front of him, so he could not say.
I find it interesting that despite Phelan being adamant that McCloud did not follow what he calls lawful orders, he couldn't tell me exactly what the young man is accused of, without reading the report.
When I asked Captain Phelan what he thought about Sgt. Carris telling a minor, "Fuck it, you're under arrest!", he did not hesitate in giving me an answer.
"The use of that kind of language is absolutely inappropriate, and we are dealing with that", said Phelan, before adding, "It is not acceptable, and does not comply with our professional standards."
However, Phelan would not say what "we are dealing with that." meant.
It doesn't surprise me that Captain Phelan is going to defend his officers' actions, and justify the arrest of Corey McCloud, I mean that's his job.
I will however say, that Captain Phelan was very professional in his conversation with me, something I don't usually experience with law enforcement.
At one point in our phone conversation, when I asked Captain Phelan, who said he had not watched the video, for the names of the officers, Phelan actially logged on to my blog, and I could hear the video playing on his computer, as he watched it.
After watching the video, Phelan immediately gave me the names.
That's more than I can say for Rochester, NY Police officials, who have given me a run around in refusing to release names of officers whom I have exposed, only for me to get their names on my own, anyways.
As for your comment Captain Phelan, that if Corey had walked away, he would have gone home, no sir, YOUR officers created, then escalated, a completely unnecessary situation.
Your Sgt., James Carris' own words to a minor, "Fuck it, you're under arrest!", and your Sgt.'s behavior, caught on video, show that he was out of line!

African-American student.
A disturbing video shows Greece, NY Police officers arresting a young African-American teen, on Wednesday May 15, 2013, for no other reason other than him walking on a public sidewalk.
The video, recorded by a brave Greece Olympia High School student begins with a female Greece, NY Police officer telling an African-American teen to "Keep walking."
A male GPD officer dressed in plain clothes, then yells at the young man "Keep walking! Keep walking or you're going to jail!"
"I'm not doing nothing", the young man is seen and heard telling the officer .
"You're blocking the sidewalk!", the officer yells.
The young man then tries to explain to the officer that he wasn't blocking the sidewalk, and that if anything, the officer is the one who is walking towards him.
The angry Greece Police officer then says "Fuck it, you're under arrest!", and grabs the young man, twisting his arms, and bringing him down on the ground.

The female Greece Police officer is then seen on the video yelling at the young man who is recording, "Keep walking!"
"I'm waiting for my friend", the teen recording the video is heard saying.
"Your friend is going to jail!", a plain clothes officer replies.
According to the teen who recorded the video, there was a fight at the high school, that did not involve the young teen who was arrested.
"They followed us off the property, and then the undercover officer came out of nowhere", said the teen.
Almost two years after she made international headlines, shortly after she was arrested by Rochester, NY Police officer Mario Masic for video recording him conducting a racially profiled traffic stop of an African-American motorist in front of her home, Emily Good will announce she is running for Monroe County, NY Sheriff.
Good will run on the Green Party ticket, in what is sure to be a tough battle to upset incumbent Republican Patrick O'Flynn who has been Monroe County Sheriff since 2001.
Among her top priorities if elected Sheriff, Good says she will refuse to cooperate with Immigration and Customs Enforcement, or I.C.E.
"As Sheriff I would pledge non-cooperation with Immigration and Customs Enforcement because I believe that we are a country of immigrants, we are a county of immigrants, and it is no place in our job to harass our neighbors and fellow workers, so I would not cooperate at all with I.C.E. as several Sheriffs throughout the country have done."

Good also said she would call for mandatory video recording of all interrogations, as well as installation of dash cams in all Monroe County Sheriff's vehicles.
"We know that police and sheriffs and law enforcement are legally allowed to lie... videotaping confessions and interrogations would help us keep an eye on potential abuse, manipulation, lying and false confession signing that happens", said Good.
As for having dash cams installed in Monroe County Sheriff's cruisers, Good sums it up best in one sentence.

Emily Good will hold a press conference, officially announcing her candidacy, Tuesday morning at 10:30 a.m. in the Civic Center Plaza, between the Hall of Justice and the Public Safety building.

Rochester, NY Police K-9 "Hawk" sat inside hot SUV
for over an hour.
A Rochester, NY Police officer, driving 'K9-3" cruiser, left his partner "Hawk", inside the hot Durango SUV for over an hour, on Monday, as he went to an appointment, inside an air conditioned doctor's office, behind the Calkins Corporate Park office complex, off Red Creek Drive in Henrietta, NY, arriving at approximately 1:25 p.m., and leaving around 2:45 p.m.
Although the rear windows in the police SUV were down, leaving the cages to allow some air to flow in, and the front windows were rolled down a bit, the vehicle was parked under direct sunlight, with no shade whatsoever.
As the videos below show, patients and staff walking by the RPD SUV were startled when "Hawk", a beautiful German Shepherd greeted them with loud barking.

There are actually two disturbing stories here.
First, this officer's behavior show yet another example of Rochester Police officers misusing taxpayer dollars, in this case, driving outside the RPD's jurisdiction, to another town, for personal reasons.
Second, leaving an innocent dog in a hot vehicle, for over an hour, with no shade, albeit, windows down.
A call to dispatch confirmed RPD K9-3 unit was "on duty", and the dispatcher said they had no knowledge the officer was out in Henrietta.

On May 16, 2009, I was hit by a car, at Rochester, NY's Lilac Festival, while crossing the intersection of South and Highland Avenues.
I was hit by a Toyota Camry, driven by an RIT student who claimed that he never saw me in the crosswalk, even though I waited for the "Walk" sign, and had the right of way.
Ironically, I was hit in front of two Rochester, NY Police officers who were supposed to be manning the intersection, but were too busy talking with each other, instead of crossing pedestrians.
I will never forget how, after I was hit, flew over the car, and landed in the middle of the street, a Rochester Police officer told me "Dude, get away from me, you're bleeding all over the place!", when I was stumbling, dazed, confused, and bloodied, wearing only one sneaker.
After undergoing surgery, and spending a week at Strong Hospital, I didn't walk for almost 6 months.
The best thing after getting out of the hospital was being able to see my beautiful daughter being born, as I sat in a wheelchair, with my leg propped up, looking like the Michelin Man, dressed me in an all white Tyvek suit.
I thank God for surviving getting hit by a car, and seeing my princess come into the world.
Since my accident, I have never looked at crossing an intersection, the same way again.
Whether by myself, or with my children, I can't even explain just how careful I am when crossing a street.
In fact, since my accident, I am more aware overall, of pedestrians in general, which is why on Sunday afternoon, I couldn't help but notice two Rochester, NY Police officers, on the corner of East Ave. and N. Winton Rd., each 'protecting and serving', in completely opposite ways.
Now let me explain something, police officers in New York State do not have the duty of crossing pedestrians.
Simply put, they don't have to.
By law, they're not obligated to, for reasons of liability, such as in my own case, when I was hit right in front of the two RPD officers who were too busy chatting, yet, by law, I could not go after the City of Rochester.
So, back to the two officers at the new Wegmans, if you are going to perform a service, even if by law, you are not obligated to do so, at least look like you want to do it.
Case in point:
In the first video below, Rochester, NY Police officer Aaron Eyrich clearly sucks at crossing pedestrians.
Eyrich's body language alone, shows that he clearly would rather be doing anything else, other than crossing pedestrians.
In the video, Eyrich doesn't even walk out a tenth of the way into the intersection, to safely cross 8 pedestrians.
By the way, the intersection of East Ave. and N. Winton Rd, is one of the busiest intersections in the City of Rochester.
The second video however, shows Rochester, NY Police officer Nelsy Madrid, not only clearly taking his job serious, crossing 7 pedestrians, but also going above and beyond, in 'protecting and serving', by almost completely walking to the other side of the street, and even extending his hands out making sure motorists stop for the pedestrians!
I just wish RPD officer Madrid had been at the intersection of South and Highland Avenues, to cross me four years ago.
I may not have gotten hit.

At least a half a dozen family members of Rochester elementary school children attending the annual Nick Zona Track Meet at East High School on Thursday May 16th, walked back to their cars to find parking tickets under their windshield wipers.
Now, it would be hypocritical of me to in any way, shape or form condone parking illegally, especially since I regularly expose law enforcement officials parked illegally.
However, it was more the show of force, on behalf of Rochester Police officers who obviously had nothing better to do in a city riddled with real crime, than to ticket cars of family members attending their children's field day, that just rubs me the wrong way.
The event, is named after the late Nick Zona, the former Health and Physical Education Director for the City School District.
The track meet helps students learn the importance of hard work, cooperation, teamwork and sportsmanship.
Approximately 25-30 cars parked on Culver Rd., right in front of the East High School grandstand, and family members were already sitting down in the stands, when an announcement came over the PA system telling people that they had to move their vehicles, and find parking elsewhere.

This caused dozens of people to hurry and move their vehicles, and rush back in order not to miss their children's participation in the track meet.
A woman at Jeffrey Ellis Carl Cabinetmakers, located on the corner of Culver Rd. and Leighton Ave., and directly across the street from the East High School bleacher stands, called 911 to report that several vehicles were parked on the wrong side of Leighton Ave.
Interestingly enough, the photo at the top right, shows the classic example of 'Do as I say, not as I do', a Rochester, NY Police cruiser, and a City of Rochester, NY Parking Enforcement vehicle can be seen parked on the same side of the street as the cars they ticketed!
This could all have been avoided, if the Rochester City School District had planned in advance, to accommodate family members, being able to park their vehicles, without being ticketed.

"This is the first time in four years that I have gotten this information, this is supposed to be a positive event", said Carlos Cotto, Rochester City School District executive director of health, physical education, and athletics.
"There should have been announcements before people parked, so they wouldn't have had to move their cars after they had already settled in", Cotto said to me, before adding, "I put a call in to Chief Sheppard, because he has always been supportive of this event."
"Supportive"?

The man responds by saying "I've never seen anything like that", to which I replied "Oh, I have it on video...", as I proceed to tell the man about my video where a parking enforcement employee admits that the reason he refuses to ticket RPD Chief James Sheppard, who was illegally parked, in front of City Hall, completely blocking a fire hydrant, was because if he ticketed the Chief, he would lose his job. How sad that the Rochester, NY Police department, would show up in force like they did, to an event named in honor of a School district employee, and all for parking violations.

Last month when "The Amazing Spiderman 2" began its first day of filming in downtown Rochester, I took my two sons and my niece, before school.
Hoping to beat any crowds, we arrived early, and after parking, walked down West Main Street.
Seeing, the film's production crew beginning to set up, and noticing barriers and yellow tape, I asked a Rochester Police officer who was standing on a nearby sidewalk, what a safe place would be for my children and I to stand.
As soon as I asked the officer, he took one look at me, and asked me "What's your name?", as he looked at my press pass for Minority Reporter Media Group, the publisher for two local publications I write for, and then said "I'm not talking to you!", and walked away, violating the RPD's own Code of Ethics, by allowing personal feelings and prejudices, interfere with him doing his job.
Fast forward almost three weeks, and Gwen, a retired U.S. Postal worker contacts me with a disturbing story, involving a Rochester Police officer, and a young man.
"I normally don't go out too late, but I did tonight. As I was returning home from a trip to Wal-Mart, a couple of young men came over to me and told me an RPD officer spit on one one of them. The young man pointed the officer out and I walked over to where the officer was, sitting in his car, and I saw his name, it was Ortiz, and the car was W-58", she said.
The incident occurred just blocks away from where Benny Warr, a 52 year old disabled, one-legged amputee was assaulted by Rochester Police officers as he waited for city bus near the intersection of Jefferson Ave. and Bartlett St.
According to Gwen, the youth in the neighborhood are too afraid to speak for fear of retaliation by RPD officer Ortiz and his fellow RPD officers.
After I got off the phone with Gwen, I placed a call to 911 and asked for a supervisor from RPD west side to return my call.
Approximately 15 minutes later, Rochester, NY Police Sgt. Zimmerman called me back, and I described to him the conversation I had with the woman.
I asked Sgt. Zimmerman if officer Ortiz was in fact on duty, and driving RPD cruiser W-58.
A short time later, Sgt. Zimmerman, called me back, and confirmed that indeed, officer Ortiz was on duty at the time of the incident, and was driving cruiser W-58.
A check with the City of Rochester payroll information for Rochester Police officers shows that there is a Richard Ortiz employed by the RPD.
On my way to meet Gwen, I remembered something she told me when she initially called me.
In describing the officer, Gwen said he was heavy set and bald.
I immediately thought of the Latino officer downtown, in the incident on the morning of the first day of filming for the Spiderman movie.
Since Gwen had said that she walked up to the officer's cruiser, and saw him up close as she made note of the 'W-58' plate, I thought I'd show her a photo of the officer downtown.
"That's him!, that's Ortiz!", Gwen said, before adding, "Something has to be done, I mean he didn't just spit on a child, he hacked up phlegm, and then spit it on a child, that is unacceptable, we need to get him out of here."

The youth in Rochester's South Plymouth Avenue neighborhood call her "ma", said Gwen, when she called me late last night to tell me about a very disturbing incident involving a Rochester, NY Police officer, and a young man.

That incident was caught on video, and is going viral on the Internet, once again, putting the Rochester, NY Police department, and the City of Rochester under an international spotlight, one which the RPD can't seem to stay out of, thanks to rogue officers.

Sgt. Zimmerman said he was not too familiar with officer Ortiz, and wasn't sure of his first name, but said it was R. Ortiz.
A check with the City of Rochester payroll information for Rochester Police officers shows that there is a Richard Ortiz employed by the RPD.
Meanwhile, the young man, is afraid of commenting due to retaliation by Rochester Police.

Despite the Rochester, NY Police department refusing to release the names of the officers caught on video beating a disabled wheelchair-bound one legged amputee who was waiting for a bus, neighbors in Rochester's Jefferson Avenue neighborhood know at least two of the officers by their street aliases.
'Joey' and 'Rock', seen in the photo to the right, taken from the video recorded by a woman who witnessed the incident, are two of the three officers involved in the beating of 52-year old Benny Warr.
On May 1st, Warr was in his motorized wheelchair, waiting for an RTS bus near the intersection of Jefferson Ave. and Bartlett St., when Rochester Police officers walked up to him, and asked him to move.

I said, 'I'm waiting for the bus, sir' and then he said something foul to me and I said, 'I'm waiting for the bus, sir', and then he proceeded to spray me with mace and when he sprayed me, I tried to block it cause it blinded me and it hurt real bad cause he sprayed a lot", said Warr, before adding, “When they knocked me to the ground, I fell out of my wheelchair and hit my stump. I was on the ground and they were kicking and stomping me and holding my head down by my neck, he had his knee on my neck and they were kicking and punching me.”
After beating him, Rochester, NY Police officers charged Warr with disorderly conduct and resisting arrest.

On Tuesday May 14th, Warr appeared in Rochester City Court where he pled not guilty to the charges.
Several calls and emails to Rochester, NY Police department's public information officer, Sgt. Justin Collins, were not been returned.
Neighbors say that these two RPD officers, 'Joey', and 'Rock', are known in the neighborhood for mistreating citizens, and several people, who did not want their names used for fear of retaliation by Rochester Police, said the two officers are known for "putting their hands on innocent people."

As the video of Benny Warr, a 52-year old African-American one leg amputee, being beaten by Rochester, NY Police officers while waiting for the bus, goes viral, Rochester's so-called African-American leaders have not said one word.
Not a peep.

Despite the incident having been caught on video, and the Rochester community being outraged,
Rochester's African-American leaders don't seem to care.
Take, for example, Rochester, NY City Councilman and chair of the City's Public Safety committee, Adam McFadden, himself an African-American, who has claimed in the past that he does not condone the Rochester Police department abusing innocent citizens.

So what has McFadden said about this?
Not a word.
How about Lovely Warren, the African-American Rochester City Council President, who recently announced she will be running for Mayor?
Not a word.
What about all the black reverends, preachers, and members of the Rochester, NY clergy?
The same ones who preach from the pulpit at Sunday service, light a few candles, hold hands, and sing a few songs on a street corner every time there's a black on black homicide.
What have they said about three white RPD officers beating a one-legged, wheelchair-bound black man?
Not a word.

But yet, despite all this, Adam Mcfadden will still have his blind sheep, who will continue to support him, like they do, when they flock to listen to him when he's on Rochester's sellout 'black owned' radio station 103.9 WDKX.
Lovely Warren will still dupe Rochester's African-American community into voting her into office simply because she's a black woman.
And, Rochester's clergy members will continue using the good book to line their pockets.
Gotta love Rochester's Black politicians and clergy.
Sad thing is, Rochester's African-American community does not realize that they simply don't care.
